Bringing the dream of Marvin Blackman and the history of Local 107 to life at the corner of Eagle and Emancipation.

Our Roots


Before it was the Park at Emancipation, 2408 Eagle Street was the home of The Local 107. This chapter of the National Alliance of Postal Employees was founded on the principles of equity and inclusion, led by the visionary H.L. Mims.

For decades, this land stood as a symbol of Black excellence and labor resilience. When the time came to pass the torch, the last living board member, Marvin Blackman, sought a steward who would do more than just build townhomes. He wanted a space that would serve the people of the Third Ward. After two years of dedication to preserving this land, we are proud to fulfill that promise.

Our Mission


At Park at Emancipation, we are creating a "Third Place"—a vibrant destination outside of home and work where culture, commerce, and community intersect.

We recognized that while the Greater Third Ward is rich in history and talent, it has long been identified as a "food desert." Our goal is to bridge that gap by providing a platform for six diverse, local food entrepreneurs to thrive, while offering our neighbors a beautiful green space to gather, eat, and celebrate.

Our Vision for the Future


This park is just the beginning. As a Community Activation and Pop-Up Commerce Hub, we are proving the power of this corridor. Our short-term operating model is designed to create long-term value for the neighborhood.

By joining us today—whether as a vendor, a neighbor, or a visitor—you are participating in a multi-phase renaissance. Following this activation, the site will evolve into Parque on Emancipation, a mixed-use development that will provide modern apartment living and permanent retail spaces, ensuring that the legacy of Local 107 continues to drive business for Houstonians for generations to come.

The Park at Emancipation is led by a dedicated team of developers and community advocates—Jason Hyman, Brittany Hyman, and Ryan Thomas. With deep roots in Houston and a passion for equitable development, our team is committed to ensuring that every detail of the park reflects the excellence of the Third Ward.
